Everyone who drives a car of another owner is obliged to register with the Traffic Police as a user within 1 month from the occurrence of the circumstance. This is one of the amendments to the Road Traffic Act (RTA), proposed for discussion by the Ministry of Interior, Trud newspaper reported.
Until August 2, citizens and representatives of branch and non-governmental organizations can send their ideas for changes by e-mail to pravna@mvr.bg.
It is envisaged that the one-month period will arise from the date of issuance of a power of attorney to drive the car or the entry into force of the lease agreement. But it is not yet clear what will be done in cases where a person gives a car to a relative or friend indefinitely.
When appearing at the Traffic Police, the user must show a document on the grounds on which he received the car from the owner. Regardless of whether the car belongs to an individual or a company, its real driver is obliged to register with the regional traffic police at a permanent address.
The purpose of this change is to search for the offenders, filmed by police cameras. And not so much to drivers who use relatives' cars, but mainly to drivers of company cars. At the moment, an electronic slip in the name of the owner is issued under the number of the infringer.
If these are leasing companies, they receive the photo in the mail, but return it to the traffic police, indicating the name of the lessee. And the procedure starts all over again.
In company cars it is even more complicated. The "greeting card" from the Traffic Police comes in the name of a representative of the company. He must investigate travel documents, business trips and other documents in order to indicate to the Traffic Police who used the car on the specific date and must pay the fine. A new slip is compiled and the saga continues.
It is still not clear in the project how many users can register for one car. This mainly affects taxi drivers who work two or three shifts with one car, give the wheel to friends or for rent.
The project envisages a fine of BGN 150 for a user who does not register with the Traffic Police. The other sanction is completely new for the Bulgarian law - the previous registration number of the car is removed.
